The Waitrose announcement is the latest significant step for Plymouth’s vision of creating a new heart for the north of the city, said Council leader Tudor Evans.
He said: “We are delighted that Waitrose want to come to the city. They are a name that people often ask about and we’re thrilled they want to be part of our success story.
“We’ve been working hard behind the scenes to attract new business – as well as encourage thriving local businesses to reinvest in this city. It is early days but a real signal that, we as a Council, are succeeding in creating the right conditions for investors.
He continued: “We want to create a vital heart for the north of the city and it feels as though our plans for a bright future are really coming together. We’ve got our funding promise for the Forder Valley Link Road; which will improve transport links with the north of the city; we have another key tenant with the Range – all of this creates great prospects for substantial numbers of jobs, which is great for Plymouth families, are now on the horizon.”
The Council has been working with London-based developer, Petros, on plans for the site, which will include a number of smaller shops and restaurants, as well as a new library, health centre, new homes and a public transport hub.
The company will be neighbours to CDS (Superstores International Ltd), the firm behind the Range Stores, which announced its intention to invest £8 million in a new head quarters for 700 employees last year.
The plans for the development would see a new flagship range store constructed alongside a training academy and international HQ office building for CDS, parent company of the Range.
The site will help improve transport and pedestrian connections in the area, including to Derriford hospital, the University of St Mark and St John and the Plymouth International Medical & Technology Park.
The development will also serve the new homes on the Seaton Neighbourhood which were approved at the end of last year.
The site was previously used as a parade ground by the Ministry of Defence but has been vacant for over 15 years.
Other proposals include:
- New community facilities
- Cafes, restaurants and a pub and
- Over 100 new apartment-style homes
The development proposal will be based on the former Seaton Barracks parade ground, on the eastern side of the A386 and to the north and east of Future Inns.
The 13-acre site was acquired from the Ministry of Defence by the South West of England Regional Development Agency. Ownership of the site passed to Plymouth City Council in 2011 and over the last few years the site has been promoted by the Council as the preferred location for the new Derriford district centre.
